ORDINANCE NO. 2363 <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA, <br /> CALIFORNIA, ADOPTING TEXT AMENDMENT NO. TA 19-01 TO <br /> AMEND VARIOUS SECTIONS OF ARTICLE IX, CHAPTER 1 OF THE <br /> ARCADIA MUNICIPAL CODE TO ADD AND UPDATE THE <br /> DEVELOPMENT STANDARDS, PROCESSES, AND PROCEDURES <br /> FOR THE FIVE CITY-DESIGNATED HOMEOWNERS ASSOCIATION <br /> AREAS <br /> WHEREAS, the City of Arcadia Development Services Department initiated a <br /> Text Amendment, to codify the existing development standards for the five City- <br /> designated Homeowners Associations areas ("HOAs") located in Resolution No. 6770 <br /> into Development Code and update the HOAs Architectural Review Boards (ARBs) <br /> administrative processes and procedures to be consistent the with City's single-family <br /> design review process for non-HOA areas as described in the staff report dated October <br /> 15, 2019. The Text Amendment (the "Amendment") is reflected in Exhibit "A" attached <br /> to this Ordinance; and <br /> WHEREAS, pursuant to the provisions of California Environmental Quality Act <br /> ("CEQA"), the Project has been assessed and determined that it will not result in a <br /> direct or reasonably foreseeable indirect physical change in the environment, consists <br /> of only minor revisions and clarifications to existing development standards and will not <br /> have the effect of deleting or substantially changing any regulatory standards or <br /> findings; therefore, the Project is categorically exempt from CEQA under State CEQA <br /> Guidelines Section 15061(b)(3); and <br /> WHEREAS, on August 27, 2019, a duly noticed public hearing was held before <br /> the Planning Commission on the Amendment, including the Categorical Exemptions, at <br /> 1 <br />
