MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND <br /> WAIVE THE READING IN FULL <br /> A motion was made by Council Member Chandler, seconded by Council Member Amundson, to <br /> read all ordinances and resolutions by title only and waive the reading in full. <br /> 8. PRESENTATIONS <br /> a. Pasadena Humane Society presentation of adoptable dog. <br /> b. Presentation of Mayor's Certificates of Commendation to the participants of the 2018 <br /> Leadership Academy. <br /> c. Presentation of Proclamation to Arcadia High School Drum Major Carolyne Kim for <br /> the 2018 Festival of Bands event. <br /> 9. PUBLIC HEARING <br /> a. Temporary Use Permit with a Categorical Exemption under the California <br /> Environmental Quality Act ("CEQA") for a Winter Festival that includes a variety of <br /> Holiday Activities, and Ice Skating Rink, Tree Lot, and over 60 Pop-up Shops and <br /> Food Stands in the Santa Anita Park Infield from November 23, 2018, through <br /> January 6, 2019, at 285 W. Huntington Drive. <br /> Recommended Action: Approve <br /> Senior Planner Luis Torico presented the staff report. <br /> Mayor Tay opened the Public Hearing. No one appeared. <br /> Mayor Tay closed the Public Hearing. <br /> It was moved by Council Member Chandler, seconded by Council Member Beck, and carried on <br /> roll call vote to approve a Temporary Use Permit with a Categorical Exemption under the <br /> California Environmental Quality Act ("CEQA") for a Winter Festival that includes a variety of <br /> Holiday Activities, and Ice Skating Rink, Tree Lot, and over 60 Pop-up Shops and Food Stands <br /> in the Santa Anita Park Infield from November 23, 2018, through January 6, 2019, at 285 W. <br /> Huntington Drive, and the amended Condition of Approval #1 (hours of operation). <br /> AYES: Chandler, Beck, Amundson, Verlato, and Tay <br /> NOES: None <br /> ABSENT: None <br /> 10. PUBLIC COMMENTS <br /> Lois Merritt, an Arcadia resident, appeared and thanked the City Council on behalf of her <br /> neighbors for putting in a nice safe sidewalk, and she also thanked Associate Engineer Kevin <br /> Merrill for his assistance in the project. <br /> Laurie Baglieri, representing the Arcadia Congregational Church, appeared and indicated that <br /> they are in the process of selling the Church, which is on the potential historical preservation list, <br /> and requested the City expedite the process so they can get it off the list and sell the property. <br /> 2 11-06-2018 <br />
