ORDINANCE NO. 2353 <br /> ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA, <br /> CALIFORNIA, APPROVING THE JOINT POWERS AGREEMENT FOR <br /> LOS ANGELES COMMUNITY CHOICE ENERGY AND AUTHORIZING <br /> THE IMPLEMENTATION OF A COMMUNITY CHOICE <br /> AGGREGATION PROGRAM <br /> THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES <br /> ORDAIN AS FOLLOWS: <br /> SECTION 1. The City of Arcadia has been actively investigating options to <br /> provide electric services to constituents within its service area with the intent of <br /> achieving greater local involvement over the provisions of electric services and <br /> promoting competitive and renewable energy. <br /> SECTION 2. On September 24, 2002, the Governor signed into law <br /> Assembly Bill 117 (Stat. 2002, ch. 838; see California Public Utilities Code section <br /> 366.2; hereinafter referred to as the "Act"), which authorizes any California city or <br /> county, whose governing body so elects, to combine the electricity load of its <br /> residents and businesses in a community-wide electricity aggregation program known <br /> as Community ChoiceAggregation. <br /> SECTION 3. The Act expressly authorizes participation in a Community <br /> Choice Aggregation ("CCA") program through a joint powers agency, and to this end <br /> the County has been participating since 2015 in the evaluation of a CCA program for <br /> the County and the cities and towns within it. <br /> SECTION 4. Through Docket No. R.03-10-003, the California Public Utilities <br /> Commission has issued various decisions and rulings addressing the implementation <br /> of Community Choice Aggregation programs, including the recent issuance of a <br /> 1 <br />
