<br /> <br />DATE: May 2, 2017 <br /> <br />TO: Honorable Mayor and City Council <br /> <br />FROM: Tom Tait, Director of Public Works Services <br /> By: Mandy Jiang, Management Aide <br /> <br />SUBJECT: PROFESSIONAL SERVICES AGREEMENT WITH BEST BEST & <br />KRIEGER, LLP FOR PROFESSIONAL LOBBYING AND CONSULTING <br />SERVICES TO SECURE GRANT FUNDING THROUGH THE 2007 <br />WATER RESOURCES DEVELOPMENT ACT (“WRDA”) <br />AUTHORIZATION IN THE AMOUNT OF $72,000 <br /> Recommendation: Approve <br /> <br />SUMMARY <br /> <br />In 2007, the City of Arcadia and Sierra Madre were awarded a joint authorization of $20 <br />million dollars under the Water Resources Development Act (“WRDA”) for local water <br />and wastewater related infrastructure projects. In 2011, Congress placed a moratorium <br />on earmarks that effectively resulted in the City not receiving any funding under WRDA. <br />However, in 2016 Congress approved the WRDA bill that included Arcadia and Sierra <br />Madre’s 2007 authorization of $20 million dollars. Now is an ideal time for the City to <br />strengthen its advocacy presence during the height of the federal budget and <br />appropriations process, under a new presidential administration that prioritizes public <br />infrastructure expansion to ensure that these funds are reauthorized and attributed to <br />Arcadia. <br /> <br />It is recommended that the City Council approve, and authorize and direct the City <br />Manager to execute a Professional Services Agreement with Best Best & Krieger <br />(“BB&K”) to provide professional lobbying and consulting services to secure grant <br />funding through the 2007 Water Resources Development Act (“WRDA”) authorization in <br />the amount of $72,000. <br /> <br />BACKGROUND <br /> <br />The 2007 WRDA authorization grant funding will be primarily used for completing water <br />and stormwater related infrastructure projects identified in the City’s Enhanced <br /> <br />
