Huntington Drive Sewer Capacity Improvement Phase 2 Project <br />May 2, 2017 <br />Page 2 of 3 <br /> <br /> <br />The City of Arcadia’s 2006 Sewer Master Plan study identified sections of sanitary <br />sewer pipe on Huntington Drive as inadequate in accommodating the current flows and <br />at risk of experiencing sewer overflows. As a result, in Fiscal Year 2015-16, the 10-inch <br />sewer pipe on Huntington Drive from Colorado Place to Centennial Way was replaced <br />with a 14-inch sewer pipe. The City will now complete Phase 2 of this project, which <br />consists of replacing the existing 12-inch sewer pipe along Huntington Drive between <br />Centennial Way and the connection point to the LACSD sewer system with a 16-inch <br />sewer pipe to alleviate the potential of a sewer back up and overflow. <br /> <br />In-ground pipe bursting will be used to replace the existing 12-inch pipe in order to <br />reduce the excavation required to replace the existing sewer pipe as well as to reduce <br />the disruption to traffic along Huntington Drive. The project also includes replacing <br />existing deficient sewer manholes, and redesign and construction of associated <br />apparatus. The work will begin in mid-July to accommodate the Santa Anita Park racing <br />schedule and to allow time for the contractor to obtain the appropriate permits from the <br />LACSD. Construction will take approximately 6-8 weeks to complete. A copy of the <br />Project Location Map is shown on Exhibit “A”. <br /> <br />A Notice Inviting Bids was published in the City’s adjudicated newspaper, and bid <br />packages were provided to contractors that perform this type of work. Based on this review, it has been determined that MNR Construction, Inc. <br />is the lowest responsive bidder, and is qualified to complete the project as defined in the <br />bid documents. MNR Construction, Inc. has successfully completed similar projects on <br />time and within budget for the Cities of Azusa, Vernon, and Arcadia. <br /> <br />ENVIRONMENTAL ANALYSIS <br /> <br />This project involves the replacement of an existing pipeline that is less than one mile in <br />length. Therefore, it qualifies as a Statutory Exemption per Section 15282(k) of the <br />California Environmental Quality Act (“CEQA”). <br /> <br /> <br />
