The <br />recommendation of the Recreation Commission is forthcoming and <br />Council will await any further consideration until such time. <br /> <br />The City Manager noted that the City Librarian is a member of two <br />joint governmental agencies which circulate film and share the cost; <br />that with the retirement of Judith Moore and the appointment of <br />Richard E. Miller it is necessary to officially appoint the new <br />Librarian. It was MOVED by Councilman Helms, seconded by Councilman <br />Hage and carried unanimously that Richard E' Miller be and he is <br />hereby appointed as the City's representative on the Southern <br />California Film Circuit Commission and the Film Council Circuit <br />Commission. <br /> <br />I <br /> <br />Council received communication from the local unit of the League of <br />Women Voters commending the City on its endeavors to reduce smog by <br />the conversion of city vehicles to natural gas. Reference was also <br />made in support of ACA 38 and its companion bill AB 729 and it was <br />MOVED by Councilman Helms, seconded by Councilman Hage and carried <br />unanimously that the City go on record in support thereof, <br /> <br />The request of the San Gabriel Valley Cab Company for permission to <br />increase its rates was CONTINUED pending report and recommendation <br />from staff. Upon receipt of this Council will schedule a public <br />hearing on the matter. Councilman Helms submitted that in his opinion <br />it would be helpful to know the percentage of persons who use the taxi <br />service who are retired on fixed incomes. <br /> <br />The City Manager and the Director of Public Works reported on the <br />following bids received for the beautification of Live Oak Avenue <br />from Third Avenue to the East City Limits (Job No. 362) and recommended <br />the award of the contract to the low bidder: <br /> <br />Duke's Landscape <br />Landscape Associates <br />Valley Crest Landscape <br />Vista Landscape <br />R.
