<br />CITY COUNCIL PROCEEDINGS ARE TAPE RECORDED AND ON FILE IN THE OFFICE OF THE CITY CLERK <br /> <br />1 RO", '^" <br /> <br />HEARING <br />Fireworks <br />Approved <br /> <br />f-- / 17 <br /> <br />20:8532 <br /> <br />MINUTES <br /> <br />CITY COUNCIL OF THE CITY OF ARCADIA <br /> <br />ADJOURNED REGULAR MEETING <br /> <br />APRIL 25, 1974 <br /> <br />The City Council of the City of Arcadia, California, met in an <br />adjourned regular session on Thursday, April 25, 1974 at 3 p.m. in <br />the Council Chamber. <br /> <br />PRESENT: Councilmen Gilb, Lauber, Saelid, Scott <br />Councilman Helms arrived at 3:10 p.m. <br /> <br />ABSENT: <br /> <br />None <br /> <br />Applicatlon of the American Legion Arcadia Post No. 247 for a Council <br />Permit to conduct its annual fireworks sale on July 1, 2, 3 and 4, <br />including the fireworks display at the County Park on July 4. Mayor <br />Scott declared the hearing open and Mrs. Johanna Hofer, 875 Monte <br />Verde Drive, expressed concern as to the danger of fires and injury to <br />children because of the use of fireworks. She also questioned the age <br />at which a child may purchase fireworks and felt these questions should <br />be answered prior to Council making its determination. <br /> <br />The City Attorney advised that pursuant to the Fire Code no one under <br />14 may set off fireworks without an adult to supervise and noted that <br />the State and City has amended the Code to permit only safe fireworks <br />to be sold and used within the City. He noted the existing ordinance <br />which permits fireworks to be sold under specific circumstances and <br />that subject applicant is permitted so to do; that if Council desires <br />to ban fireworks the code would have to be thus amended. <br /> <br />No one else desiring to be heard the hearing was CLOSED on MOTION by <br />Councilman Gilb, seconded by Councilwoman Lauber and carried unnani- <br />mously. It was further MOVED by Councilman Gilb, seconded by <br />Councilman Saelid and carried unanimously that the application be <br />APPROVED. <br /> <br />HEARING Application of the West Arcadia Business and Professional Association <br />WAB&PA for a Council Permit to hold its 20th annual Mid-Valley Arts Festival <br />Art Festival May 8 through 11. The locations will be on the east and west sides <br />Approved of Baldwin between Duarte and Naomi. Specific parking conditions <br />1 were requested. Mayor Scott declared the hearing open and Mrs. Johanna <br />~ I Hofer, 875 Monte Verde Drive, spoke in favor of the event. . No one else <br />("\ ' desiring to be heard the hearing was CLOSED on MOTION by Councilwoman <br />1 Lauber, seconded by Councilman Saelid and carried unanimously. It was <br />t? I further MOVED by Councilwoman Lauber, seconded by Councilman Gilb and <br />~1 t!J/;}-carried unanimously that the application be approved; that the request <br />t,) U IJ for elimination of parking on both sides of Baldwin between Duarte and <br />~ {I Naomi be approved. The Association will employ guards for protection. <br /> <br />AGENDA ITEM <br />Audience <br />Part icipat ion <br /> <br />Discussion was held on the appropriate place on the agenda for the item <br />"Time reserved for those in the audience to address Council".
