Robert Arth <br /> <br />PRESENT: <br />ABSENT: <br /> <br />Councilmen Butterworth, Hage, Helms, Scott, Arth <br />None <br /> <br />On MOTION by Councilman Helms, seconded by Councilman Scott and carried <br />unanimously the minutes of the regular meeting of March 5, 1974 were <br />APPROVED. <br /> <br />This hearing scheduled and publicly noticed pursuant to Section 1205 of <br />the City Charter. Mayor Arth declared the hearing open and Mrs. Sherry <br />Passmore, 1109 Columbia Road, spoke on behalf of Reuben M. Ruiz, re- <br />ferring to the $510,000 earmarked~for community redevelopment land <br />assembly; that she understood CRA would finance itself. She asked for <br />further study and perhaps deletion of this item. She noted in part <br />that the previous budget for CIP had a total of $305,000 allocated from <br />--1L-~ ('~)b CIP for the community redevelopment budget, and that the new budget <br />~ . ~'-o--- reflects an increase of $195,000 over the next five years. <br /> <br />PM-'~ Mrs. Passmore also referred to the widening of Foothill Boulevard and <br />. I was advised that it includes a median strip, and to concrete gutters <br />which is reflected in the Capital Project budget. She felt the gutters <br />should be paid out of Gas Tax Funds. Staff indicated this could be done <br />and if the Gas Tax monies ran out it could be funded out of CIP funds. <br />No one else desiring to be heard the hearing was CLOSED on MOTION by <br />Councilman Scott, seconded by Councilman Hage and carried unanimously. <br /> <br />HEARING - <br />CAPITAL <br />IMPROVEMENT <br />5 year <br />PROGRAM <br /> <br />I <br /> <br />Councilman Butterworth thanked Mrs. Passmore for appearing and giving <br />Council the benefit of her thinking; that this is the first time he could <br />recall when a citizen appeared at a hearing on the Capital Improvement <br />program. He further submitted that he is against the use of any public <br />funds for redevelopment. <br /> <br />Council indicated its willingness to change the funding for the concrete <br />gutter construction. Mayor Arth commented that he did not think Council <br />should be appropriating money each year for CRA land assembly, that the <br />City should not be in the land business. Councilman Scott referred to <br />the way in which the Towne Centre came into being - through the City <br />acquiring the property which remained off the tax rolls for a few years, <br />and finally oeing 'ful'ly 'dei/eloped'. "Councilman 'Butterworth ',could 'not':see' <br />ilny relationship 'between the' assembly of land which 'Council ,had, done '.on <br />specific occasions which,:have proven beneficial' and CRA -thatthey'are <br />two entirely different courses. <br /> <br />He then MOVED that the Capital Improvement Program for 1974-79 be <br />AMENDED to fund concrete gutters out of Gas Tax Funds; that the amendments <br />made by a majority of Council at a meeting held March 18 (reflected in the <br />City Manager's memorandum of same date) be .APPROVED'and that these be <br /> <br />3-19-74 <br /> <br />- 1 - <br />
