<br />1 "" "'LL <br /> <br /> <br />COMMISSIONER'S <br />HANDBOOK <br /> <br />ANNEXATION <br />(LAFCO) <br /> <br />1\',,\L.a~ <br /> <br />1 <br /> <br />5-year <br />CAPITALV <br />PROJECTS <br /> <br />REVENUE / <br />SHARING <br /> <br />CITY MANAGER" S <br />REPORT V <br /> <br />ADJOURN TO <br />DATE CERTAIN <br /> <br />20:8233 <br /> <br />MINUTES <br /> <br />CITY COUNCIL OF THE CITY OF ARCADIA <br /> <br />ADJOURNED REGULAR MEETING <br /> <br />FEBRUARY 26, 1973 <br /> <br />The City Council met in an adjourned regular session on February 26, <br />1973 at 7:30 p.m., in the City Hall Conference Room. <br /> <br />PRESENT: <br />ABSENT: <br /> <br />Councilmen Arth, Butterworth, Helms, Scott, Rage <br />None <br /> <br />Council explored the proposed commissioner's handbook page by page. <br />The Assistant City Manager will make the recommended changes and <br />submit the handbook directly to Council. <br /> <br />Mayor Hage reported on a recent meeting with adjoining cities and <br />the County Local Agency Formation Commission at which the spheres of <br />influence for the cities were discussed. For instance it was <br />indicated that Temple City would be permitted to surround Arcadia <br />north to Huntington Drive, including the Clearman property at the <br />southwest corner of Huntington Drive and Rosemead; Chapman Woods is <br />assigned to Pasadena although the residents in that area seem to <br />prefer Arcadia if they had to be annexed; Michillinda Park is <br />assigned to Arcadia. Some cities did not indicate its area of <br />interest and Mayor Hage desired Council. guidance for the next <br />meeting in March. <br /> <br />Following discussion it was MOVED by Councilman Helms, seconded by <br />Councilman Scott and carried unanimously that LAFCO be advised <br />that the unincorporated County territory bounded by Foothill <br />Boulevard on the north,.Rosemead Boulevard on the west, the northerly <br />Temple City boundary on the south, and the City of Arcadia's westerly <br />city limits on the east, and that unincorporated County territory <br />surrounded by the City of Arcadia known as the Anoakia area, and that <br />unincorporated territory east of Rosemead Boulevard bounded by <br />Grayburn on the north, Madre Street and Muscatel on the west, Duarte <br />Road on the south and Rosemead Boulevard on the east be declared <br />within the City of Arcadia's sphere of influence. <br /> <br />The proposed Capital Project Program for the next five years was <br />considered. Following the review it was MOVED by Councilman Helms, <br />seconded by Councilman Arth and carried unanimously that the program <br />be APPROVED and that a public hearing be scheduled for March 20. <br /> <br />At Councilman Scott's suggestion the City Manager will place revenue <br />sharing on the next agenda. <br /> <br />The City Manager reported on the recent meeting of the City Manager's <br />Division of the League of California Cities.
