<br />CITY COUNCIL PROCEEDINGS ARE TAPE RECORDED AND ON FILE IN THE OFFICE OF THE CITY CLERK <br /> <br />1 'm~noo <br /> <br /> <br />PLEDGE OF <br />ALLEGIANCE <br /> <br />ROLL CALL <br /> <br />STUDENTS <br />'WELCOMED <br /> <br />HEARING <br />(RUBBISH <br />REMOVAL) <br />APPROVED <br /> <br />20:8207 <br /> <br />MINUTES <br /> <br />CITY COUNCIL OF THE CITY OF ARCADIA <br /> <br />REGULAR MEETING <br /> <br />JANUARY 16, 1973 <br /> <br />The City Council of the City of Arcadia, California, met in regular <br />session on Tuesday, January 16, 1973 at 7:30 p,m, in the Council <br />Chamber of the Arcadia City Hall, <br /> <br />Rabbi Irwin Cutler, Foothill Jewish Temple <br /> <br />Mayor Don W, Hage <br /> <br />PRESENT: Councilmen Arth, Butterworth, Helms, Hage <br />ABSENT: Councilman Scott (officially excused) <br /> <br />Mayor Hage welcomed students from various Civics classes, <br /> <br />Council had notified the owner of property at 1112 N, Santa Anita <br />Avenue and 1, 7 and 9 East Foothill Boulevard of the City's intention <br />to abate rubbish and refuse which had accumulated on said property to <br />such an extent as to constitute a public nuisance. A hearing was <br />scheduled for December 19 at which time no one responded, Council <br />, , expressed concern that perhaps the owner had not received notification <br />~'~Xr.,~~and continued the matter to this date to provide sufficient time for <br />, staff to make this determination, The City Manager advised that the <br />~--(;..',AJ\., owner was willing for the City to proceed with the abatement, Mayor <br />Hage declared the hearing open and no one desiring to be heard the <br />hearing was CLOSED on MOTION by, Councilman Arth, seconded by Councilman <br />Helms and carried unanimously, Councilman Butterworth then MOVED that <br />consistent with the staff report of January 12 the lowest responsible <br />bid be obtained for the clearing of the property at the owner's <br /> <br />1 <br /> <br />HEARING <br />(Scenic <br />Highway <br />Element) <br /> <br />-+ LI go <br /> <br />, <br />)c,r{"f~ <br />I < I .ft- <br />l~~; ./1.---A"V <br />(. ./J. <br />7JtfL;'/Ptf./.; <br /> <br />expense. <br /> <br />In response to an inquiry by Councilman Butterworth staff advised that <br />property in a similar condition at the southeast corner of Foothill <br />Boulevard and Michillinda Avenue will soon be cleared by the owners, <br /> <br />Planning Commission recommendations for a Scenic Highway Element for <br />the General Plan (Res, No, 800), Be it noted that Section 65302 of the <br />Government Code of the State of California establishes the Scenic <br />Highway Element as a required General Plan Element and it provides for <br />the development, establishment, and protection of scenic highways <br />pursuant to the provisions of the Streets and Highways Code, - The <br />routes presently included in the system are listed in said Code however <br />none of the routes so listed are within the jurisdiction of the City of <br />Arcadia, Should the State designate any state highway within the <br />jurisdiction of Arcadia as a State Scenic Highway the City should <br />protect the scenic appearance of the scenic corridor in accordance with <br />the responsibilities set forth in the report prepared and approved by <br />the Planning Commission dated November 1972, <br /> <br />-Mayor Hage declared the hearing open and no one desiring to be heard <br />the hearing was CLOSED on MOTION by Councilman Arth, seconded by <br />Councilman Butterworth and carried unanimously, It was further MOVED <br />by Councilman Arth, seconded by Councilman Butterworth and carried <br />unanimously that the recommendation of the Planning Commission be <br />APPROVED and that the Scenic Highway Element dated November 1972 be <br />ADOPTED as part of the General Plan, <br /> <br />1-16-73 <br /> <br />- 1 - <br /> <br />'... <br />
