Hage <br /> <br />PRESENT: <br />ABSENT: <br /> <br />Councilmen Arth, Butterworth, Helms, Scott, Hage <br />None <br /> <br />On MOTION by Councilman Helms, seconded by Councilman Arth and carried <br />unanimously the minutes of the regular meeting of November 21 were <br />APPROVED. Councilman Butterworth abstained from voting as he was on an <br />excused absence. <br /> <br />Time scheduled to hear objections to the proposed Consolidated Lighting <br />District. The City Engineer had previously submitted his report <br />pursuant to the provisions of the Street Lighting Act of 1919 and <br />Resolution No. 4299 declared intention to annex certain lands to said <br />District. The City Engineer explained the areas to be included and <br />the method of spreading the costs. Whereupon the hearing was declared <br />open and Mrs. Johanna Hofer, 875 Monte Verde Drive, read in full her <br />communication submitted to Council on this date expressing concern about <br />environmental impact statements and in particular with reference to the <br />proposed lighting district. She was informed that annexation of new <br />territory is not part and parcel of the subject matter, however, <br />Council expressed appreciation for her interest in ecologYQ No one <br />else desiring to be heard the hearing was CLOSED on MOTION by <br />Councilman Helms, seconded by Councilman Arth and carried unanimously. <br />(RESOLUTION NO. 4310 adopted later in this meeting.) <br /> <br />This matter had been continued from the regular meeting of November 21 <br />&t which time Council was divided on action to be taken. It was noted <br />that this had come to Council's attention through an appeal filed by <br />the applicant from the decision of the Planning Commission for denial <br />of a request for permission to install a lighter-box type of sign in a <br />Standard Service Station at 186 E. Duarte Road. The Commission felt <br />there should be adequate lighting of service stations, however, it <br />adhered to the sign regulations in this instance and denied the appli- <br />Qation as additional glaring signs should not be permitted. During <br />the previous deliberations it was brought out that two other Standard <br />Stations had received permission to install the subject signs. The <br />Planning Director stated that the sign does not fall into the existing <br />sign definitions. <br /> <br />Mayor Hage indicated his position as stated previously - that he could <br />~ee no objection to the sign, however, it was his thought that the <br />matter should be referred back to the Commission for a final determi- <br />nation as to whether or not it is an exception to the regulations. <br /> <br />12-5-72 <br /> <br />- 1 - <br />
