May, President of the Arcadia Board of Education <br /> <br />PRESENT: <br />ABSENT: <br /> <br />Councilmen Gilb, Parry, Pellegrino, Sealid, Margett <br />None <br /> <br />,On MOTION by Councilman Parry, seconded by Councilman Gilb and <br />carried unanimously the minutes of the regular meeting of July 17, <br />1979 were APPROVED. Councilman Sae1id abstained from voting as he <br />was absent at that time. <br /> <br />The 1978-79 Employees' Safety Contest between the Public Works <br />Department, Police Department and Fire Department, concluded <br />June 30, 1979. The results indicate a general overall improvement <br />in safety and the elimination of accidents in all three departments. <br />The winner this year is the Police Department with reduced accidents <br />by 29.8% over last year. Mayor Margett and Chairman of the Personnel <br />Board Bernard Silver, presented the award to Captain Billy Oliver who <br />~ccepted it on oehaii of the Police Department. <br /> <br />The City Clerk administered the Oath of Office to William Kuyper, <br />Planning Commission, and to Ronald D. Street, Sister City Commission <br />Councilman Pellegrino, Council Liaison to the Planning Commission, <br />presented credentials and welcomed Mr. Kuyper. Councilman Parry, <br />Council Liaison to the Recreation Commission, presented credentials <br />and welcomed Mr. Street to the official City Family. <br /> <br />Mayor Margett presented and read the title of ORDINANCE NO. 1685 - <br />MODIFYING AND EXTENDING THE MORATORIUM ON COOPERATIVE MULTIPLE <br />DWELLINGS AND EXPANDING THE MORATORIUM TO INCLUDE ALL MULTIPLE <br />DWELLINGS IN AN R-3, ZONE, AND AMONG OTHER REQUIREMENTS, REQUIRING A <br />CONDITIONAL USE PERMIT THEREFOR DURING THE INTERIM PENDING THE <br />STUDY OF ZONING PROPOSALS, REGULATING THE SAME AND TERMINATING <br />MAY 15, 1980. <br /> <br />I <br />Staff advised that the Planning Department had been instructed to <br />conduct a city-wide study of the adequacy of existing land use <br />regulations and zoning to control the land use impacts and impact <br />on the avai1a~i1ity of multiple dwelling rental units from the <br />construction of, or the conversion of existing multiple dwellings <br />into cooperative multiple dwellings. An urgency ordinance was <br />adopted requiring a Conditional Use Permit for cooperative Multiple <br />dwellings. On May 15 the Planning Commission recommended an <br />extension to prohibit the conversions during the interim pending <br />the .study of zoning proposals regulating the same and extending the <br /> <br />8-7-79 <br /> <br />- 1 - <br />
