August <br />5, 1980 in the Arcadia City Hall Conference Room. <br /> <br />PRESENT: <br />ABSENT : <br /> <br />Councilmen Dring, Gilb, Haltom, Saelid, Pellegrino <br />None <br /> <br />Communication from the Chief of Police recommending mobilization of <br />City resources to fight crime to protect and serve the citizens by en- <br />listing the City radio equipped employees to assist in obtaining in- <br />formation on crimes in progress.,. i. e., act as observers only - spot- <br />ting vehicles in connection with crimes in progress. A trial period <br />would be held to make sure it does not excessively interfere with other <br />department's service capability. <br /> <br />It was MOVED by Councilman Saelid,' seconded by Councilman Gilb and carried <br />on roll call vote as follows that the program be APPROVED. It was noted <br />by the Chief of Police in his communication that the only cost factor would <br />be the time used by the employees involved. <br /> <br />AYES <br />NOES <br />ABSENT: <br /> <br />Councilmen Dring, Gilb, Haltom, Saelid, Pellegrino <br />None <br />None <br /> <br />On MOTION by Councilman Gilb, seconded by Councilman Saelid and carried <br />unanimously a public hearing was scheduled for September 2 on determining <br />the hours of operation of the Dial-A-Ride Program. <br /> <br />Staff advised of the receipt of a communication from Clifford Bong con- <br />cerning an item on the agenda relating to improvement of Santa Clara <br />Avenue. <br /> <br />The City Manager advised that a communication had been received concern- <br />ing an increase in the 2% benefit for' retirees. Former Police Chief Rob- <br />ert Sears, now retired, said in part that due to the sizable amount it <br />would cost to effect the increases new alternatives had been submitted <br />for Council consideration, This would have to be worked out with PERS <br />and it was MOVED by Councilman Dring, seconded by Councilman Gilb and <br />carried unanimously that the matter be removed from the agenda for this <br />meeting and that an announcement be made to this effect at the beginning <br />of the regular meeting to convene at 7:30 p.m. <br /> <br />Some discussion held on the possibility .of reinstatement of the "Police <br />on Campus" program and it was the consensus that this be one of the items <br />to discuss with the School Board at the joint meeting to be held at 5 p.m. <br />August 19. <br /> <br />It was MOVED by Councilman Gilb, seconded by Councilman Dring and carried <br />unanimously that the provisions of the Procedural Ordinance be waived and <br />that the agenda item relating to weed abatement charges be considered after <br />the public hearings, <br /> <br />It was MOVED by Councilman Haltom, seconded by Councilman Gilb and carried <br />unanimously that Councilman Dring be appointed to the Independent Cities <br />Risk Management Authority. <br /> <br />-1- <br /> <br />8-5-80 <br />
