<br />1 <br /> <br />1 <br /> <br />ROLL CALL <br /> <br />GENERAL <br />DISCUSSION <br /> <br />CABLE TV. <br />SIX-STAR <br />NON-EXCLUSIVE <br />FRANCHISE <br />(Ma rch 18, <br />Hearing) <br /> <br />24:9965 A <br /> <br />MINUTES <br /> <br />CITY COUNCIL OF THE CITY OF ARCADIA <br /> <br />AND THE <br /> <br />PLANNING COMMISS ION <br /> <br />ADJOURNED RmULAR MEETING <br /> <br />FEBRUARY 26, 1980 <br /> <br />The City Council of the City of Arcadia, California met with <br />with the Planning Commission at 6 p.m. February 26, 1980 in <br />the Arcadia City Hall Conference Room. <br /> <br />PRESENT : <br />ABSENT : <br /> <br />Councilmen Gi1b, Parry, Pellegrino, Saelid, Margett <br />None <br /> <br />PRESENT : <br />ABSENT : <br /> <br />Commissioners Brink, Fee, Hedlund, Hegg, Sargis, and Soldate <br />Commissioner Kuyper (Mr. Kuyper arrived at 7:30 p.m.) <br /> <br />Ensued on various aspects of the functions of the Planning Commission <br />which is an advisory body to the City Council. Concerns were ex- <br />pressed about the appeals of developers to the Council when the <br />Commission denies an application and developers alter their plans <br />when a project is presented to Counci1...this usually means that <br />the City Council considers something different than was before <br />the Commission. <br /> <br />Various aspects were discussed... Appeals before the City Council <br />on projects which had been denied by the Commission...the possibility <br />of requiring pad elevations, drainage, etc., before it goes to <br />Council...ARA projects and whether or not a Planning Commissioner <br />should act as liaison to the Redevelopment Agency in which events the <br />Commission could be advised on projects which Council is consideriug.. <br />text amendments which are presen~ed to the Commission for discussion <br />only and end up as public heari~gs before the Council and the use <br />of the zoning regulations instead of the conditional use permit process. <br />Alternate procedures from those now followed were explored. Some <br />discussion held by the Council Liaison to the Planning Commission <br />briefing the Council on items considered by the Commission. <br /> <br />It was the consensus that this meeting has been productive and thought <br />will be given to the expressed concerns. <br /> <br />The meeting recessed at 7:30 p.m. <br /> <br />The City Council reconvened at 7:45 p.m. <br /> <br />Dan Payne, Director of Franchising for the Six-Star Cablevision <br />Corporation, explained in detail the proposal application for a non- <br />exclusive broadband communications (Cable Television) franchise.
