<br />I <br /> <br />INVOCATION <br /> <br />PLEDGE <br /> <br />ROLL CALL <br /> <br />APPROVAL OF <br />MINUTES <br />(December 2, <br />1958 and <br />January 6, <br />1959) <br /> <br />HEARING <br />(Bard) <br /> <br />.f5S <br />1- <br /> <br />I <br /> <br />ORDINANCE <br />No. 1044 <br />(Adopted) <br /> <br />11~D:iIXED <br /> <br />~5')"I <br /> <br />MINUTES <br /> <br />CITY COUNCIL OF THE CITY OF ARCADIA <br /> <br />REGULAR MEETING <br /> <br />JANUARY 20, 1959 <br /> <br />The City Council of the City of Arcadia, California, met in regular <br />session in'the Council Chamber of the City Hall at 8:00 o'clock P.M., <br />January 20, 1959. <br /> <br />The Invocation was offered by the Rev. Willard C. Dorsey, Pastor of the <br />Arcadia Christian Church. <br /> <br />Mayor Phillips led in the pledge of allegiance to the flag. <br /> <br />PRESENT: <br />ABSENT: <br /> <br />Councilmen Balser, Camphouse, Jacobi, Reibold, Phillips <br />None <br /> <br />Councilman Balser moved that the minutes of the regular meeting of <br />December 2, 1958, as submitted in writing, be amended by correcting <br />the name of Councilman Balser to Councilman Reibold in the matter <br />of the paragraph on procedure at the top of page 13, and as thus <br />corrected, that said minutes be approved. Councilman Reibold seconded <br />the motion and it was carried unanimously. <br /> <br />Councilman Balser then. moved that the minutes of December 2, 1958 be <br />accepted as amended'. :.':'Councilman Jacobi seconded the motion and it <br />was carried unanimously. ," <br /> <br />Councilman Balser further moved that the minutes of the regular <br />meeting of January 6, 1959, as 'submitted in writing, be approved. <br />Said motion seconded by Councilman Reibold and carried unanimously. <br /> <br />The City Attorney advised that the hearing on the application of <br />Oscar Robins (dba Bard Distributing Company) for a business permit to <br />allow the installation and operation of four skill games in the <br />Santa Anita Bowling Alley, located at 176 Las Tunas Drive, had <br />previously been continued for a staff report; that said report having <br />been submitted at the January 6, 1959 Council meeting, Ordinance No. <br />1044 had been introduced, and that he suggested, if Council desired to <br />adopt said ordinance at this meeting, it be adopted as an emergency <br />ordinance. <br /> <br />Upon receiving Council's consent to so do he presented and read in its <br />entirety Ordinance No. 1044, entitled: "AN ORDINANCE OF THE CITY COUNciL <br />OF THE CITY OF ARCADIA, CALIFORNIA, AMENDING ,ORDINANCE NO. 737 OF SAID <br />CITY BY ADDING THERETO A NEW SECTION NO. 23-.A." <br /> <br />Sald ordinance sets forth ln part that it lS necessary as an emergency <br />measure so as to take effect immediately upon its adoption; that <br />numerous hearings and investigations during recent months have <br />demonstrated the necessity for the immediate prohibition of the use of <br />certain amusement machines as instruments of gambling, etc. <br /> <br />Councilman Jacobi moved that Ordinance No. 1044 be adopted. Councilman <br />Reibold seconded the motion and it was carried on roll call vote as <br />follows: <br /> <br />AYES: Councilmen Balser, Camphouse, Jacobi, Reibold, Phillips <br />NOES: None <br />ABSENT: None <br /> <br />1. <br /> <br />1- 20- 59 <br />
