A. Karl Myers, Pastor of the Village <br />Presbyterian Church. <br /> <br />Mayor Camphouse led in the pledge of allegiance to the flag. <br /> <br />PRESENT : <br />ABSENT: <br /> <br />Councilmen Balser, Butterworth, Reibold, Phillips, Camphouse <br />None <br /> <br />In compliance with Mayor Camphouse's request, Councilman Phillips placed <br />in nomination and moved that Mr, Elbert E. Souders, 1500 South Fifth <br />Avenue be appointed to fill the unexpired term on the Recreation <br />Commission created by the resignation of Dr. Henry S. Molino, said term <br />expiring June 30, 1961. Motion seconded by Councilman Reibold and <br />carried unanimously. <br /> <br />Motion by Councilman Butterworth, seconded by Councilman Phillips and <br />carried unanimously that the minutes of the Regular meeting of August <br />2, 1960 as submitted in writing be approved. <br /> <br />Mayor Camphouse declared the hearing open on the application of Donald <br />E, Coulson, 2740 Maiden Lane, Altadena, California, representing the <br />Holland Furnace Company, 1914 E. Colorado, Pasadena, for a business <br />permit to allow door to door solicitation of heating and air conditioning <br />services, and inquired if anyone in the audience desired to address the <br />Council either in favor of or in opposition to the granting of such permit. <br /> <br />o Mr. Norman Commons, 2327 N. Garfield, Altadena, Manager of the Holland <br />~ 0 Furnace Company, 1914 E. Colorado, Pasadena, addressed the Council, and <br />o in answer to questions asked by the Council, stated in part that it was <br />~ felt the permit granted July 19, 1960 to Mr. Atwell of his company for <br />this same purpose would not adequately cover the territory; that very <br />little if any sales tax was involved since their solicitation was for <br />~NDEXEDservice work primarily. In answer to Councilman Butterworth's query as <br />to why they did not use themail.Mr. Commons stated that from experience <br />they had found better results were obtained through personal contact, <br />He also stated that he was cognizant of the City's ordinance regarding <br />prohibiting solicitation where the premises were so posted. <br /> <br />There being no one else desiring to be heard Councilman Reibold moved that <br />the hearing be closed. Councilman Phillips seconded the motion which was <br />carried unanimously. <br /> <br />Councilman Reibold further moved that Council approve the application of <br />Donald E. Coulson for a business permit to allow door to door solicitation <br />of heating and air conditioning services, commencing August 20, 1960 <br />through the month of October, 1960, during the hours specified in said <br />application. Councilman Phillips seconded the motion, <br /> <br />Councilman Butterworth suggested that Council give some thought to formulat- <br />ing a consistent policy regarding solicitation and signs, and was advised <br />that Council had given a great deal of thought, time and effort to the <br /> <br />1. <br /> <br />8-16-60 <br />
