<br />1 "'" "'" <br /> <br />KEY TO THE CITY <br /> <br />1962-63 BUDGET <br /> <br />1 <br /> <br />14: 5692 <br /> <br />MINUTES <br /> <br />CITY COUNCIL OF THE CITY OF ARCADIA <br /> <br />ADJOURNED SPECIAL MEETING <br /> <br />JUNE 7, 1962 <br /> <br />Pursuant to the order of adjournment of the Adjourned Special Meeting <br />of the City Council of the City of Arcadia met in adjourned special <br />session in the Council Chamber of the City Hall at 7:00, June 7, 1962, <br />for the purpose of continuing discussion on the proposed 1962-63 <br />fiscal budget. <br /> <br />PRESENT: <br />ABSENT: <br /> <br />Councilmen Balser, Phillips, Reibold, Turner, Butterworth <br />None <br /> <br />Prior to continuation of budget discussion, the City Manager displayed <br />proposed item to be used for presentation purposes to visiting <br />dignitaries in the form of a "Key to the City". Council expressed <br />pleasure at the design and requested determination to be made as to <br />cost of gold-filled keys. <br /> <br />Budget discussion continued. <br /> <br />BUILDING: Specific items covered by Manager. The Uniform Building <br />Code discussed. The only item showing increase was the "Reference <br />Code". Council expressed approval of this budget recommendation. <br /> <br />ENGINEERING: Only increase reflected in total amount, with no <br />additional personnel. Council concurred in recommendation. <br /> <br />STREET: Various items explored and all accepted by Council as <br />recommended. <br /> <br />EQUIPMENT SERVICE DIVISION: Approved as presented. <br /> <br />PLANNING DEPART~mNT: Approved as presented after discussion on <br />automotive equipment. <br /> <br />RECREATION: Approved as recommended with particular interest evinced <br />in the Golden Age program. <br /> <br />LIBRARY: Approved as recommended with brief discussion held on possible <br />Charter Amendment for the purpose of increasing the special levy for <br />libraries (Section 1106). <br /> <br />WATER: Extensive discussion held. One additional person recommended. <br />Council concurred. <br /> <br />RETIRE~mNT AND DEBT SERVICE SCHEDULE: Reviewed. <br /> <br />As a possible inclusion in the Budget, discussion was held on painting <br />the curbs with addresses for the entire City, the numerals to be <br />reflectorized. The Manager read a proposal which had been submitted <br />by Howard lIellen of 35c per unit or approximate total of $4000.00. <br />The paint to last for a period of five years. Council was in accord <br />that such a project would be a public safety service, the matter to <br />be brought up at the regular Council meeting of June 19, 1962. <br /> <br />The City Hanager, as requested by Council, read a recommendation <br />regarding uniforms. The report was prepared by the Police Chief and <br />concurred in by the Fire Chief. After discussion as to various <br />methods of solving recruitment and retainment problems, Council <br />concurred in said recommendation as follows: <br /> <br />1. 6-7-62 <br />
