April 25, 1962. <br /> <br />PRESENT: <br />ABSENT : <br /> <br />Councilmen Balser, Phillips, Reibold, Turner, Butterworth <br />None <br /> <br />The meeting convened at 7:30 P.M. for the purpose of discussing with the <br />Executive Board of the Central Area Landowners of Arcadia, Inc., plans to <br />revitalize the downtown Arcadia area. <br /> <br />Mayor Butterworth stated in part that within the bounds of reason the City <br />Council wish to do everything possible to improve the downtown situation; <br />that the Council ~s aware of the drawings which have been prepared, the <br />land use study and the brochure presented by the Planning Director; that <br />the immediate problem appears to be the completion of the study, cost <br />factor, time element and in whom the responsibility for such work will be <br />vested. <br /> <br />The City Manager summarized ways and means of revitalizing the downtoWn <br />area, with copies of a suggested plan being distributed by the Planning <br />Director. Said plan contained cost estimates for the various methods of <br />completion, it being estimated that $26,000 would be needed if the staff <br />should undertake the work and between $20,000 and $30,000 if an outside <br />consulting firm were employed. It was estimated that should the City <br />staff perform the work it would take about 18 months, <br /> <br />Messrs. Walker, Pratt, Sullivan and Boller addressed the Council with <br />reference to the urban development programs being undertaken in Pomona and <br />El Monte. They were of the opinion that an outside consultant should do <br />the work inasmuch as the City staff is already burdened with responsibilities; <br />that time is of the essence; that many firms will be relocating due to the <br />State purchasing .property for the freeway; that a study should be made at <br />the earliest possible date as requests will be forthcoming for spot zoning, <br /> <br />Discussion was also held on the financial participation on the part of the <br />landowners and that of absentee owners, <br /> <br />Mr. Mel Pratt displayed drawings of proposed improvements, including the <br />rear of the buildings. <br /> <br />After further general discussion, it being the consensus that outside <br />consultants should be employed to work under the direction of the Planning <br />Director, it was MOVED by Councilman Turner, seconded by Councilman Reibold <br />and unanimously carried that the City Manager be authorized to explore the <br />availability of consultants, giving them a schedule of the desired work <br />and requesting quotations for submission to the Council for consideration, <br />~,;,\""'''-~ <br />.\,~"", ..... --..-.... <br />MOTION by Councilman Phillips, seconded by Councilman Balser and carried <br />on roll call'vote as follows that'Mayor Butterworth\and Councilman Turner <br />be authorized to attend conferences as follows: Mayor Butterworth to <br />attend the United States Conference of Mayors May 13\to 16,1962; and <br />Mayor Butterworth and Councilman Turner to attend the League of California <br />Cities Institute May 20 to 22,1962: <br /> <br />AYES: <br />NOES: <br /> <br />Councilmen Balser, Phillips, Reibold, Turner, Butterworth <br />None ABSENT: None <br /> <br />Mayor Butterworth adjourned the <br /> <br />meeting n::k1:e (3~J( <br /> <br />Mayor Butterworth <br /> <br />--..., <br /> <br />AT~EST :' \' <br />~~/.1>'L~/ <br /> <br />City Clerk <br /> <br />o <br />
