Ray, Pastor of the First <br />Baptist Church of Arcadia. <br /> <br />Mayor Phillips led in the pledge of allegiance to the flag. <br /> <br />PRESENT: <br />ABSENT: <br /> <br />Councilmen Balser, Reibold, Phillips <br />Councilmen Butterworth, Turner <br /> <br />Mayor Phillips announced that approval of the minutes of the regular <br />Council meeting of June 18, 1963 would be held in abeyance pending the <br />presence of all the Councilmen participating in said meeting. <br /> <br />Mayor Phillips presented to Mrs. John Unland and Mt. J. L. Young, retiring <br />members of the Recreation Commission and the Library Board respectively, <br />plaques expressing the appreciation of the Council and the City for their <br />devotion and service to the City. He also expressed the Council's <br />gratification that members of said Commission and Board were present in <br />the audience to join in the recognition of the many years of service rendered <br />by Mrs. Unland and Mr. Young. ' <br /> <br />Mayor Phillips declared the hearing open on the proposed budget for the <br />fiscal year 1963-64 and inquired if anyone desired to be heard regarding <br />the matter. <br /> <br />The City Clerk advised that notice of the hearing on said proposed budge~ <br />had been published and that copies of said budget have been on file in her <br />office and available for public inspection, all a~ required by the City <br />Charter. <br /> <br />Mayor Phillips, on behalf of the Council, commended the City Manager and <br />the staff on the preparation of the budget. ' <br /> <br />No one in the audience desiring to be heard regarding the proposed budget <br />for the fiscal year 1963-64, Councilman Reibold MOVED that the hearing be <br />closed. Councilman Balser seconded the motion wh~ch was carried unanimously. <br /> <br />It being the consensus of the Council that the b~dget for the fiscal year <br />1963-64 be adopted, the City Attorney presented, explained the content and <br />read the title of Resolution No. 3599, entitled: l'A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, ADOPTING THE OFFICIAL BUDGET <br />FOR THE FISCAL YEAR 1963-1964." <br /> <br />MOTION by Councilman Reibold, seconded by Council~n Balser and carried on <br />roll call vote as follows that the reading of the full body of Resolution <br />No. 3599 be waived: <br /> <br />AYES: Councilmen Balser, Reibold.
