<br />~ <br /> <br />MINUTES <br /> <br />CITY COUNCIL OF THE CITY OF ARCADIA <br /> <br />STUDY SESSION <br /> <br />FEBRUARY 28, 1963 <br /> <br />The City Council of the City of Arcadia met in study session in the <br />Conference Room of the City Hall at 7:30 P.M., February 28, 1963. <br /> <br />1 <br /> <br />PRESENT: Councilmen Balser, Phillips, Reibold, Turner, Butterworth <br />City Engineer Lortz and Mr. Jess Reynolds of the State <br />Highway Division <br /> <br />This meeting being held for discussion on the Foothill Freeway, the <br />Director of Public Works displayed and explained in detail the freeway <br />rendering as displayed. Points covered included the engineering aspect, <br />noise factor, traffic flow, the opening of Michil1inda Avenue and also <br />the extension of Baldwin Avenue, which is of utmost importance to the City, <br /> <br />Upon query, Mr. Reynolds stated that it would undoubtedly be at least <br />two or three years before any actual construction work would begin. <br /> <br />The Council expressed concern about the time element, especially as far <br />as the extension of Baldwin Avenue is concerned and Mr. Reynolds stated <br />in part that it is possible to relocate the railroad tracks at an earlier <br />date but that acquisition of all right of way property would be necessary <br />and this is time consuming. <br /> <br />Interest was shown in elevation, on and off ramps, etc. <br /> <br />Mr. Reynolds took his leave at 8:00 P.M. and the Council adjourned to <br />reconvene in the Council Chambers for the specific purpose of viewing <br />slides which had been prepared by Mr. Phelps, Planning Director, pertain- <br />ing to high-rise structures. <br /> <br />The slides indicated the possibility of construction of buildings from <br />one to eight stories in height in the future. Discussion held on height <br />district map independent of zoning. <br /> <br />Situations which could arise from permitting high rise in certain areas <br />was discussed. Councilman Balser opposed the four story possibility. <br /> <br />It was the consensus of the Council that this should not tie in with <br />R-3 in the proposed plan. <br /> <br />1 <br /> <br />It was brought to the attention of the City Clerk that Mr. H. T.
