<br />1 INVOCATION <br /> <br />PLEDGE OF <br />ALLEGIANCE <br /> <br />PLANNING <br />COMMISSIONER <br />ACKER <br /> <br />ROLL CALL <br /> <br />APPROVAL OF <br />MINUTES <br /> <br />HEARING <br />(Weed Abatement <br />1962) <br /> <br />F-881 <br /> <br />1 <br /> <br />RESOLUTION <br />NO. 3511 <br /> <br />15:5739 <br /> <br />M I NUT E S <br /> <br />CITY COUNCIL OF THE CITY OF ARCADIA <br /> <br />AUGUST 7, 1962 <br /> <br />The City Council of the City of Arcadia met in regular session in the <br />Council Chamber of the City Hall at 8:00 P.M., August 7, 1962. <br /> <br />The Invocation was offered by Rev. John Toews, Pastor of the Arcadia <br />Christian Church. <br /> <br />Mayor Pro Tempore Phillips led in the pledge of allegiance to the flag. <br /> <br />Mayor Pro Tempore Phillips presented a plaque to Mr. Harold L. Acker, <br />expressing the appreciation of the City for his service as a Planning <br />Commissioner for the past eight years. <br /> <br />PRESENT: <br />ABSENT : <br /> <br />Councilmen Balser, Reibold, Turner, Phillips <br />Mayor Butterworth <br /> <br />Councilman Reibold MOVED that the minutes of the Regular Meeting of <br />July 17, 1962 be approved as submitted in writing. Councilman Turner <br />seconded the motion which was carried unanimously with the exception <br />of Councilman Phillips who abstained due to his absence from said meeting. <br /> <br />The City Attorney advised that pursuant to Sections 39560 to 39587 <br />inclusive of the California Government Code, the City Council adopted <br />Resolution No. 3459 on February 6, 1962 declaring all rubbish, refuse <br />and weeds upon specified streets and private property within the City <br />to be a nuisance; that after a public hearing before the Council on <br />February 20, 1962 the Council ordered the removal of such rubbish, <br />refuse and weeds from streets and private property in the City; that <br />pursuant thereto the Superintendent of streets caused the removal <br />thereof and thereafter submitted to the Council for its confirmation <br />an itemized written report showing the cost of such removal and the <br />amounts proposed to be assessed against various lots; that copy of <br />such report, together with notice of the time of its submission to the <br />Council has been posted on the door outside the Council Chamber on and <br />since August 1, 1962 as required by law. <br /> <br />The City Attorney continued that should the Council determine that such <br />costs and expenses are necessary and reasonable in amount they shall <br />become liens on each respective lot and parcel of land and forwarded <br />to the Los Angeles County Auditor for inclusion with and collection <br />together with all other taxes and assessments by the County of Los <br />Angeles for and on behalf of the City of Arcadia. <br /> <br />The City Clerk advised that she had on file Affidavit of Posting of the <br />above mentioned report. <br /> <br />Mayor Pro Tempore Phillips thereupon declared the hearing open and <br />stated that this is the time and place for any person to be heard <br />who may wish to object to any of the charges or the work performed. <br /> <br />No one desiring to be heard Councilman Reibold MOVED that the hearing <br />be closed. Councilman Turner seconded the motion which was carried <br />unanimously. <br /> <br />The City Attorney then presented Resolution No. 3511 confirming the <br />report, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />ARCADIA, CALIFORNIA, CONFIRMING THE SUPERINTENDENT'S REPORT OF THE <br /> <br />1. <br /> <br />8-7-62 <br />
