Reibold <br /> <br />PRESENT: <br />ABSENT: <br /> <br />Councilmen Balser, Considine, Forman, Turner, Reibold <br />None <br /> <br />The Minutes of October 19, 1965 were APPROVED as submitted in <br />writing on MOTION by Councilman Turner, seconded by Councilman Forman <br />and carried unanimously. <br /> <br />The Planning Commission recommendation, contained in its Resolution <br />No. 566, for denial of the application of Claflin Ballance as owner <br />in escrow of property located at 515 - 603 W. Duarte Road for a zone <br />variance to permit two residential structures of twelve stories or <br />alternate eight stories in height was APPEALED by the applicant and <br />in accordance therewith the matter was heard before the legislative <br />body. <br /> <br />The Planning Director explained at length the basis for the <br />recommendation for denial; that the property is zoned R-l but has a <br />variance permitting apartments requiring 2000 sq. ft. per unit; that <br />the subject application is for 1700 sq. ft., for each unit; that 93 <br />units are automatically permitted and that 110 units are being <br />contemplated; that the original request was for 12 stories plus pent- <br />house which has been changed to 8 stories plus penthouse, whereas the <br />height limit in the area is two stories or not to exceed 35 ft. He <br />continued that there are presently 22 partially completed units on <br />the easterly portion of the property with the westerly portion <br />remaining vacant; that the site has frontage on both Duarte Road and <br />Arcadia Avenue with the latter to-be opened when it is extended to <br />La Cadena Avenue. <br /> <br />Projecturals were reviewed indicating elevations, setbacks, open <br />areas, etc. It is proposed to remove the half completed apartments <br />and construct two eight story plus penthouse structures on the site <br />with a separate building of some length; that parking would be under- <br />ground. Reference was made to other areas in 'the City which had been <br />zoned for high rise construction. <br /> <br />Mayor Reibold then declared the hearing open and for the record the <br />City Clerk noted the receipt of twenty two letters favoring the <br />construction, including letters from the West Arcadia Business and <br />Professional Association and business persons in the immediate area. <br /> <br />Frank Weiss, 814 W. Foothill Boulevard, Monrovia, attorney for the <br />applicant, presented renderings and an architect's model built to <br />scale of the immediate area and improvements thereon.
