<br />I <br /> <br />SIDEWALK <br />PROGRAM <br /> <br />VEHICLE <br />SPEED ZONING <br /> <br />I <br /> <br />PLANNING <br />PROCEDURE <br /> <br />FILM STRIP <br /> <br />MINUTES <br /> <br />CITY COUNCIL OF THE CITY OF ARCADIA <br /> <br />STUDY SESSION <br /> <br />SEPTEMBER 29, 1965 <br /> <br />The City Council of the City of Arcadia met in study session <br />in the Conference Room of the City Hall at 7:30 P.M., <br />September 29, 1965. <br /> <br />PRESENT: <br />ABSENT: <br /> <br />Councilmen Balser, Considine, Forman, Turner, Reibold <br />None <br /> <br />OTHERS: City Manager, City Attorney, Director of Public Works, <br />City Manager Pro Tempore, Police Chief <br /> <br />Extensive discussion held on the proposed construction of sidewalks <br />in areas adjacent to schools. The City Manager explored the <br />contents of numerous communications received pertaining to said <br />construction, explained costs, etc. It was the consensus that <br />the sidewalks should go to the existing property line, which <br />varies from 0 to 12 feet from the curb line. Discussion ensued on <br />the removal of shrubs, fences, sprinklers, any other substance which <br />may be in the parkway, and on the City Manager's recommendation <br />that the Post Office deliver mail to the door instead of curb boxes, <br />and utility pole relocations. It was noted that notices to the <br />property owners involved will go forward after October 19, 1965. <br /> <br />The Police Chief reported on the technical warrants and methods <br />of setting speed limits. He distributed booklets pertaining <br />thereto and suggested that the Chief of Police with the Director <br />of Public Works should be making an annual study of the speed <br />limits within the City, but that it takes time and manpower; that <br />such records would be most useful in Court appearances. With <br />particular reference to the area on W. Colorado Boulevard known <br />as the Y curve, he stated that he and the Director of Public <br />Works have endeavored to secure assistance from the State on the <br />existing curve construction, but to no avail. Speed and its <br />control on other streets was discussed as was the congested <br />traffic situations on Sundays at the various church locations. <br /> <br />The City Manager reported on reV1S10ns in procedures to eliminate <br />superfluous matter in an endeavor to reduce the time element in <br />Planning Commission matters; that he had requested the Planning <br />Department to prepare in chart form the procedures followed from <br />the beginning to the consummation of a matter before the Commission. <br />This was at the expressed desire of the City Council. Same will <br />be pursued and the possibility of a joint meeting with the <br />Commission to explore the matter further was foreseen. <br /> <br />The City Manager pro tempore advised that" the film strip was now <br />in final form and reservations for its showing were being received. <br /> <br />1. <br /> <br />9-29-65 <br />
