<br />Adopted <br /> <br />ANNEXATIONS <br /> <br />DATA <br />PROCESSING <br /> <br />LOCAL <br />GOVERNMENT <br />(Schools) <br /> <br />Conference <br /> <br />ADJOURNMENT <br /> <br />~ <br /> <br />16:6434 <br /> <br />It was then MOVED by Councilman Balser, seconded by Councilman <br />Reibold and unanimously carried that Resolution No. 3748 be AMENDED <br />to incorporate therein that any such airport facility include an <br />adequate heliport fo~ interurban helicopter transportation for <br />regularly scheduled flights as well as for use by private operations. <br /> <br />Councilman Forman MOVED that Resolution No. 3748 as thus amended be <br />ADOPTED. Motion seconded by Councilman Reibold and carried on roll <br />call vote as follows: <br /> <br />I <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Councilmen Balser, Forman, Reibold, Turner <br />None <br />Councilman Considine <br /> <br />Brief discussion held on possible annexations of adjacent County <br />territory which would inur to the benefit of the City by the <br />straightening of its boundary lines. <br /> <br />A report prepared by the City Controller was reviewed in detail. It <br />encompassed equipment currently in use and its need for replacement, <br />particularly the Addressograph Machine which was purchased in 1952, <br />funds for which are reflected in the current budget. The report <br />advised of meetings held with surrounding cities since June 1963 to <br />consider the joint use of processing equipment for the purpose of <br />reducing costs and accounting and utility billing improvements. <br /> <br />The firm of Lybrand, Ross Bros. and Montgomery, retained by the City <br />to make a study of the feasibility of such procedures recommended <br />1) that at the present time the Cities purchase time from instal- <br />lations located nearby such as the Arcadia Unified School District <br />or 2) defer establishing a data center in Arcadia until such time as <br />sufficient volume work is obtained from the cities to absorb <br />operating costs. <br /> <br />Annual costs were explored and it was the consensus that a lease <br />arrangement would be preferable over outright purchase as new <br />equipment was becoming available and the City should have the benefit <br />of all processing systems prior to making a final determination. <br /> <br />Council tabled the matter for one year and instructed the staff to <br />proceed with the purchase of the addressograph machine as currently <br />budgeted; that it will have excellent resale value if and when the <br />City enters into data processing procedure. <br /> <br />The City Manager advised that his office has been discussing with <br />representatives of the School District ways and means of accelerating <br />the school programs with respect to local government; that several <br />programs have been explored.
