J. Phillip Ray, Pastor, First Baptist Church of Arcadia <br /> <br />PRESENT: <br />ABSENT: <br /> <br />Councilmen Balser, Considine, Forman~ Reibold, Turner <br />None <br /> <br />The Minutes of the Regular Meeting of June 16, 1964 and the Minutes <br />of the Adjourned Regular Meeting of June 30, 1964, as submitted in <br />writing, were approved on Motion by Councilman Reibold, seconded by <br />Councilman Forman and carried; Councilman Balser abstained from <br />voting due to his absence from said meetings. <br /> <br />The Soland Corporation filed an appeal from the Planning Commission <br />recommendation for denial of its application for a special use <br />permit to allow the construction and operation of a drag strip f~r <br />automobile racing and related purposes on property located partially <br />within the City of Arcadia. The matter requiring a public hearing, <br />this is the time and place for same. <br /> <br />In order to eliminate repetitious remarks and expedite the hearing <br />continuity, Mayor Turner set forth ground rules by which he requested <br />all persons desiring to speak on the matter to abide. <br /> <br />The Planning Director presented his report along with projecturals. <br />The Planning Commission had recommended denial on the basis that the <br />granting of the requested special use permit will be extremely <br />detrimental and harmful to the public health or welfare and particu- <br />larly injurious to the properties in the vicinity in which the <br />property is located; that the racing will be immediately adjacent <br />to the proposed County Equestrian Trail; that the property is <br />presently zoned M-2 with a special use permit for the development <br />of natural resources (rock, sand and gravel); that the granting of <br />the permit is not necessary to prevent financial hardship to the <br />property owner and, if anything, the presently proposed use will <br />only tend to postpone the profitable extraction of natural resources <br />contained therein; that in the findings of the Planning Commission <br />there appears to be no exceptional or extraordinary circumstances <br />or conditions applicable to the property involved, <br /> <br />Brief discussion was held on the present quarrying activities and <br />the proposed lease between Soland Corporation and the owner of the <br />subject property which was understood by the City Manager to be for <br />a five year period of time with the right of extension solely with <br />the property owner, The location of the riding trails which parallel <br />the San Gabriel Flood Control River Channel was outlined on the map, <br /> <br />1. <br /> <br />7-7-64 <br />
