First
Avenue into offices. It was noted that the plans submitted by the
applicant were not complete enough to facilitate a review of the
proposed building alterations to meet the various standard requirements
for handicapped facilities, exiting, occupancy load, restrooms and the
like. Concern was also expressed by the Commission members that the
parking was not adequate to meet the need of the intense use'proposed.
The office use is appropriate for the subject area.

Member Pellegrino said in part that he was primarily against the
proposal due to the way the plans came in and the lack of final plans;
that the Downtown Arcadia Business Association was also against it for
the same reasons.

The applicant, Terry Dzvonick, 25692 Po Avenue, Mission Viejo, said he
was aware of the parking problem and mentioned the possibility of
leasing some additional parking space adjacent to his location. This
arrangement would have to be made with the officials of the business
in order to meet Councilman Gilb's approval who mentioned a prior
experience. Mr. Dzonick said in part that time is of the essence as
he is making a very substantial monthly payment on the property and
he is anxious to make the improvements. He would like to know the
position of the City Council as to whether or not it would entertain
the concept of offices at the location before he went to the expense
of full drawn plans. It was suggested that he meet with the Planning
Department staff to assist him in drawing up concept plans.

It was MOVED by Member Gilb, seconded by Member Pellegrino and carried
on roll call vote as follows that the matter be carried over to
August 15 or until the applicant makes a more detailed plan for the
property development.

AYES:
NOES:
ABSENT :

Members Gilb, Pellegrino, Parry
None
Members Margett, Saelid

The meeting adjourned sine die.

CAo
'~7h~

Secretary ARA ~

ARA
8-1-78
