Robert Arth <br /> <br />PRESENT: <br />ABSENT: <br /> <br />Councilmen Butterworth, Considine, Rage, Helms, Arth <br />None <br /> <br />On MOTION by Councilman Butterworth, seconded by Councilman Considine <br />and carried unanimously, the Minutes of the regular meeting of December <br />16, 1969, were APPROVED. <br /> <br />The new Executive Vice President of the local Chamber of Commerce, <br />Dave Paradis, was introduced and welcomed to the community. <br /> <br />Application for a business permit to operate a security guard patrol <br />service at the United California Bank, 405 E. Lynro~e Avenue, on a <br />24 hour coverage during weekends. It was noted that the applicant, <br />J. L. Holtzendorff, has been in said business since 1947 and that all <br />investigations are favorable. <br /> <br />Mayor Arth declared the hearing open and no one desiring to be heard, <br />the hearing was CLOSED on MOTION by Councilman Considine, seconded by <br />Councilman Helms ~nd carried unanimously. Whereupon it was MOVED by <br />Council~an Considine, seconded by Councilman Helms and carried unanimously <br />that th~ application be APPROVED and that the requested permit be issued. <br /> <br />On recommendation of the City Manager and the Director of Public Works it <br />was MOVED by Councilman Hage, seconded by Councilman Considine and carried <br />unanimously that the Mayor and City Clerk be and they are hereby authorized <br />to execute Utilities Agreement (No. 7 Ut-4006) for the relocation of <br />sanitary sewers to clear the construction area of the Foothill Freeway <br />between Michillinda and Santa Anita Avenues. It was noted that the State <br />is doing the work as part of the freeway contract at no expense to the <br />City - and is actually about 90% complete. <br /> <br />The City Manager paraphrased his report dated January 2, 1970, concerning <br />pending Traffic Operations Program for Increasing Capacity and Safety <br />(TOPICS) and noted that the State Advisory Committee will be sending out <br />guidelines to cities and counties enabling them to bypass elaborate <br />procedures originally distributed; that the Los Angeles Rapid Transit <br />System (LARTS) Committee is of the opinion that the State Advisory Committee <br />appears to be shaping the TOPICS program into acceptable form. Report <br />received and ordered FILED. <br /> <br />.'/ <br />-{, <br />'1.. <br /> <br />The City Manager advised that the present contract with B. F. Goodrich <br />for the purchase of tires and tire service expires January 31, 1970. He <br />noted that should Council so determine the contract could be extended upon <br />mutual agreement of both parties. However, it was the consensus of Council <br />that new bids should be received, whereupon it was MOVED by Councilman <br />Helms, seconded by Councilman Considine and carried unanimously that the <br />existing contract be EXTENDED for SIXTY DAYS and that staff be and they are <br />hereby AUTHORIZED to advertise for bids for the purchase of tires and tire <br />service for 1970. <br /> <br />1-6-70 <br /> <br />- 1 - <br />
