Rebert Arth <br /> <br />PRESENT: <br />ABSENT: <br /> <br />Councilmen Arth, Butterworth, Rage, Helms <br />Councilman Considine (was excused because of illness) <br /> <br />lime and place scheduled for the public hearing en the proposed budget <br />for 1969-70. The proposed budget was filed in the effice of the City <br />Clerk on June 13, 1969, and has been available fer inspectien by the <br />public. An Affidavit of publicatien is on file in said office. <br /> <br />~ayer Arth declared the hearing open and follewing is a summary of the <br />preceedings, (Full transcriptien on file in the office ef the City <br />Clerk). No ene desired to speak to. any of the non-personnel items. <br /> <br />An extensive presentatien was made by Sam Hunegs en behalf ef the <br />~mployees who are members of the American Federation of State, County <br />and Municipal employees. He read some amendments to Chapter 10 of <br />the Gevernment Code effective as of January 1, 1969, relating to <br />,"The City through its representatives shall meet and cenfer in good <br />faith with representatives of formally recognized employee organizations <br />with majority representatien rights regarding matters within the scope <br />of representation including wages, hours and other terms and conditions <br />of empleyment within the appropriate unit." He read obligations imposed <br />thereby, including the prevision to furnish to the other party upon ' <br />request nen-confidential data normally maintained during the regular <br />~ourse of business; to jointly prepare a non binding written memorandum <br />of understanding setting forth all agreed upon matters for submissien to <br />the City Council. He commented further en the mailing of the agenda <br />providing it is sufficiently descriptive and far enough in advance to <br />permit time for proper consideration. <br /> <br />He continued in part with an explanatien of the meetings he had with <br />the City Manager and the new Personnel Director; that all the prepesals <br />the Union had made cencerning fringe benefits for its members had been <br />rejected by the Director who also stated he was net prepared to discuss <br />salaries; that a study by staff was presented to the Union, which Mr, <br />Hunegs feund to be inadequate and incomplete. Reference was made to <br />the centents ef a study which had been submitted to. council by Mr. <br />Hunegs at the start of this meeting, This study set forth cest of living, <br />classification and fringe benefits and comparison ef salary with those <br />of specific cities. He commented that Arcadia, after the new salaries <br />Were adopted by the other cities, would still be third, fourth or half <br />way from the top, He paraphrased a telephone conversatien with the <br />Persennel Directer during which he stressed the need for an epportunity <br />to discuss the study prepared by city staff. That such a meeting had <br />not been held. He centinued in part that he later was infermed by the <br />hirecter that the recommendations of the City Manager and staff were <br />to be submitted to. the City Ceuncil and that there would not be a further <br />meeting.
