June <br />2, 1969. <br /> <br />PRESENT: <br />ABSENT: <br /> <br />Councilmen Butterworth, Considine, Hage, Helms, Arth <br />None <br /> <br />Discussion held on the need of additional equipment and personnel <br />for the Fire Department in order to render maximum service in <br />specific parts of the city which are not so covered at the present <br />time, The Fire Chief explained the operations of the existing <br />three stations; how response is made to emergency calls for first <br />aid, inhalator and fires. The need for additional resuscitator <br />units was indicated in a recent near fatal swimming pool incident. <br />It was felt by the residents of the Rancho Santa Anita area that <br />the length of time it takes for such a unit to reach a particular <br />scene could be substantially reduced by the availability of <br />additional equipment and trained personnel, Residents of that <br />area were present at this meeting, They complimented the Fire <br />Chief on the handling of the duties of his department but felt <br />he should be supplied with the additional equipment, <br /> <br />It was MOVED by Councilman Butterworth that funds in the amount <br />of $12,000 be established as a budgetary item in the Council <br />Contingency Account for 1969-70 in order for the system to be <br />more available in all parts of the city, the use of same to be <br />delegated to the City Manager, Fire and Police Chiefs, Motion <br />seconded by Councilman Hage and carried unanimously, Councilman <br />Helms suggested that a check be made on local commercial ambulance <br />service. <br /> <br />Council, after considering a proposed resolution condemning improper <br />use of the American Flag, requested that the subject resolution be <br />reworded and broadened in order to coordinate its adoption with the <br />forthcoming Flag Day decree. Councilman Considine felt strongly <br />that Council should go on record with the Legislature in this regard, <br /> <br />Consideration resumed and the recommendations of the City Manager and <br />Water Manager in the water department needs were explored, The need <br />for the construction of the St, Joseph Reservoir was emphasized, The <br />possibility of placing a bond issue measure before the electorate <br />was considered. It would encompass projects other than the subject <br />reservoir but this would have priority. It was felt that if the <br />measure were rejected by the voters then the water rate would have <br />to be increased. The proposed budget for this department was <br />covered in detail with the City Manager explaining all particulars. <br /> <br />Meeting to be scheduled with a firm expertise in municipal bond <br />issues. <br /> <br />The City Clerk was authorized to notice the public hearing on the <br />proposed 1969-70 budget for June 25, 1969, at 7:30 P.M. <br /> <br />The meeting was adjourned sine die at 10:05 P.M. <br /> <br />e, ,.frkY.~ <br /> <br />~"" ~~ <br />'t/<} -J<< <br /> <br />Mayor <br />
