<br />MINUTES <br /> <br />CITY COUNCIL OF THE CITY OF ARCADIA <br /> <br />BUDGET STUDY SESSION <br /> <br />May 15, 1969 <br /> <br />The City Council met in budget study session in the Conference <br />Room of the Arcadia City Hall at 7:30 P,M, May 15, 1969, for the <br />express purpose of considering the preliminary budget for 1969-70 <br />as submitted by the City Manager. <br /> <br />1 <br /> <br />ROLL CAlL <br /> <br />PRESENT: <br />ABSENT: <br /> <br />Councilmen Butterworth, Hage, Helms, Arth <br />Councilman Considine <br /> <br />BUDGET <br /> <br />Consideration started with the Police Department. Discussion <br />held on personnel and work hours. Councilman Helms will be <br />provided with a comparison of services rendered by this City <br />as compared to the Temple City Sheriff's Department. The <br />Manager explained in part the difference. <br /> <br />POLICE <br /> <br />Automotive equipment studied. Manager advised that he is <br />looking into a leasing arrangement for the police department, <br />An item called 'Instant Uniforms' explained... it permits an <br />off duty policeman to change his clothing into that of an <br />officer almost instantly should he run into an emergency calling <br />for a uniformed individual, <br /> <br />Councilman Butterworth was deeply concerned that plans should be <br />in the making for police increased facilities. It should be a <br />highly specialized architect. <br /> <br />The Manager explained the success of the instant replay television <br />and tape procedure. <br /> <br />The salary difference between Fire and Police personnel was briefly <br />explored, <br /> <br />FIRE <br /> <br />The need for a fire station to serve the Rancho Santa Anita and <br />the Colorado Oaks district was stressed, A letter had been <br />received from the Rancho Santa Anita Resident's association to <br />this effect. The need for improved protection was acknowledged, <br />Discussion encompassed the possibility of purchasing additional <br />rescue units. It was decided to invite the Fire Chief to attend <br />the nex~ budget session to answer questions and share his knowledge <br />of the situation, It was thought that perhaps the rescue functions <br />could be a joint police and fire venture, i, e., have all such <br />personnel trained in rescue. Some discussion held on fire equipment, <br />the duties of the firemen and their hours. <br /> <br />1 <br /> <br />CIVIL DEFENSE The budget as recommended was considered adequate, <br /> <br />SISTER CITY Councilman Butterworth suggested that the total recommended for <br />this program be increased from $150,..Perhaps in the neighborhood <br />of $750. Will be considered later, The proposed Friendship Club <br />and its functions were explained. <br /> <br />PUBLIC WORKS <br /> <br />Building, Engineering, Street Division and Equipment Service explored, <br /> <br />PERSONNEL <br />ADMINISTRATOR <br /> <br />The City Manager advised that he would appoint such a person shortly. <br />That it is hoped he could report by July 1, Salary $13,002, <br /> <br />ADJOURNMENT <br /> <br />The meeting adjourned at 10 P.M.
