<br />M I NUT E S <br />CITY COUNCIL OF THE CITY OF ARCADIA <br />STUDY SESSION <br />FEBRUARY 9, 1969 <br /> <br />I <br /> <br />ROLL CALL <br /> <br />The City Council met on February 9, 1969, at 7 P.M. in <br /> <br />the conference room. <br /> <br />Present: Councilmen Arth, Butterworth, Considine, Helms, Rage <br /> <br />OTHERS PRESENT:Charles Harding, Walter Gockley (ad hoc committee chairman) <br /> <br />. William Kuyper (Planning Commission sign committee) Sherrell <br /> <br />Watson (Chamber of Commerce manager) Robert O'Hagan (May <br /> <br />Company manager) Steve Frohling (McDonald's Hamburgers manager) <br /> <br />Calvin Fox (Phillips 66 station - Huntington), Ralph Stogsdill, <br />William Pellegrino, Jerry Bernstein (Arcadia Tribune), City <br /> <br />Attorney, Assistant City Manager, City Manager. <br /> <br />Primary purpose of this meeting was to study the new ordinance <br /> <br />to amend, repeal and add provisions to the Municipal Code relating to signs <br /> <br />using as a guide, the planning commission Resolution No. 663. <br /> <br />I <br /> <br />SECTION 1. REGULATIONS, PROHIBITIONS, met with the approval of the <br /> <br /> <br />council. The section on Nuisance was changed from ten days to thirty days <br /> <br /> <br />for compliance in the removal of a sign. The section on signs- general, <br /> <br />approved. Permitted and prohibited signs - approved. It was noted that bill <br /> <br />boards are prohibited also although not indicated. <br /> <br />Considerable discussion held on moving signs. Councilman <br /> <br />Butterworth was not entirely opposed to movable signs and felt some latitude <br /> <br />was indicatea perhaps through the modification committee of the planning <br /> <br />commission. The manager advised that thus far there has not been any <br /> <br />enforcement problem however Mr. Kuyper expressed concern of the competitive feature <br /> <br />in a rotating Sign, that there was the possibility every business in a given <br /> <br />block would want a rotating sign, which would not be in keeping with the esthetics <br /> <br />appearance desired.
