A. Karl Myers, Village Presbyterian Church <br /> <br />Mayor Don W. Hage <br /> <br />PRESENT: <br />ABSENT: <br /> <br />Councilmen Arth, Butterworth, Considine, Helms, Hage <br />None <br /> <br />The Minutes of the Regular Meetings of January 7 and 21, 1969, were <br />APPROVED on MOTION by Councilman Considine, seconded by Councilman <br />Arth and carried unanimously. <br /> <br />Application of the Union Oil Company for a permit to allow its <br />representatives to contact property owners in connection with <br />acquisition of subsurface oil and gas leases. It was noted in <br />a letter from said company that the program consists of a direct <br />mail contact, including a letter of explanation and instructions <br />for executing the lease which is enclosed; that a property owner <br />may return the executed lease by mail. That the subject application <br />is necessary in order to contact individuals who do not answer by <br />mail and to further explain the nature of the lease, as well as to <br />deliver consideration checks to those property owners who have <br />answered by mail. He noted that the representatives are bonded and <br />screened by the company and carry identification. <br /> <br />The City Manager explained that the request is similar to that of the <br />Standard Oil Company which was approved approximately one year ago; <br />that it does not apply to any drilling and that the provisions of the <br />Solicitation Ordinance would be enforced. <br /> <br />Mayor Hage declared the hearing open. No one desiring to speak to <br />the matter the hearing was CLOSED on MOTION by Councilman Considine, <br />seconded by Councilman Helms and carried unanimously. Councilman <br />Butterworth stated in part that it should be emphasized that the <br />approval of this application would not imply any permission to drill. <br />Whereupon it was MOVED by Councilman Considine, seconded by Councilman <br />Helms and carried on roll call vote as follows, that consistent with <br />permission granted' Standard Oil Company the City Council hereby grants <br />the same permission to the Union Oil Company to contact property owners <br />in the manner described and that the provisions of the Municipal Code <br />as it pertains to door to door solicitation be complied with. <br /> <br />AYES: <br />NOES: <br />ABSTAIN: <br /> <br />Councilmen Butterworth, Considine, Helms, Hage <br />None <br />Councilman Arth, due to his business affiliation <br /> <br />2-4-69 <br /> <br />- 1 - <br />
