J I <br />f)' ~ <br />fu/?/~ <br /> <br />18:7386 <br /> <br />MINUTES <br /> <br />CITY COUNCIL OF THE 9ITY OF ARCADIA <br /> <br />REGULAR MEETING <br /> <br />DECEMBER 3, 1968 <br /> <br />The City Council .of the City of Arcadia, California, met in regular <br />session in the Council Chamber of the Arcadia City Hall on December <br />3, 1968, at 8:00 P.M. <br /> <br />Rev. Hage <br /> <br />PRESENT: <br />ABSENT: <br /> <br />Council~en Arth, Butterworth, Considine, Helms, Hage <br />None <br /> <br />On MOTION by Councilman Helms, seconded by Councilman Arth and carried <br />unanimously the minutes of the regular meeting of November 19, 1968, <br />were APPROVED. <br /> <br />The public hearing on the proposed new sign regulations as recommended <br />by the Planning C~mmission, was closed at the last regular meeting <br />(November 19). However, additional data was requested by Cquncil and <br />submitted at this meeting in the form of a progress report. The Planning <br />Director made explanatory comments relative to'the report dated November <br />27. It Outlined a general picture of the impact of the proposed abate- <br />ment program, maxim~m size limit, safety factors as to height, rotation <br />and reconciliation of the differential height between free standing signs <br />and projecting .signs. As a result of the survey, which was conducted in <br />eight separate areas, approximately 46% of the existing signs would be <br />non conforming thereby necessitating removal. Staff requested additional <br />time to determine the actual effect of the proposed regulations upon <br />existing signs and to see if minor modifications in the regulations could <br />reduce the percentage of signs to be abated while at the same time achieving <br />the overall purpose of the new ordinance. <br /> <br />It was the consensus of the City Council that in view of the forthcoming <br />holiday season, deliberations should be continued, until the regular <br />meeting of January 21, 1969; that during the interim staff could proceed <br />with, further studies. Inasmuch as the moratorium period presently expires <br />February 19, 1969 it was MOVED by Councilman Considine, seconded by <br />Councilman Arth and carried unanimously that the moratorium period for the <br />abatement of non 'conforming signs be extended to the EFFECTIVE DATE of a <br />new sign ordinance. <br /> <br />Application of the Milton J. Wershow Company for a business permit to allow <br />the conduct of an,auction of real estate at lOl S. First Avenue on December <br />10. Mayor Hage declared the hearing open and no one desiring to be heard <br />-the hearing was CLOSED on MOTION by Councilman Butterworth, seconded by <br />Councilman Considine and carried unanimously. Whereupon it was further <br />MOVED by Councilm~n Butterworth, seconded by Councilman Considine and <br />carried unanimously that the application be APPROVED and that the business <br />permit be so is~~ed. <br /> <br />12-3-68 <br /> <br />- 1 - <br />
