<br />1 ROU "" <br /> <br /> <br />PROPOSED <br />NEW <br />CHARTER <br /> <br />(,11~ <br /> <br />1 <br /> <br />18:7311 <br /> <br />M I NUT E S <br /> <br />CITY COUNCIL OF THE CITY OF ARCADIA <br /> <br />ADJOURNED REGULAR MEETING <br /> <br />JULY 31, 1968 <br /> <br />The City Council of the City of Arcadia, California, met in <br />adjourned regular meeting on July 31, 1968, at 7:30 P.M. in <br />the Conference Room of the Arcadia City Hall. <br /> <br />PRESENT: <br />ABSENT: <br /> <br />Councilmen Arth, Butterworth, Considine, Helms, Hage <br />None <br /> <br />Deliberations continued on the proposed City Charter. <br /> <br />SECTION 1109. TAX LIMITS, Councilman Butterworth presented the <br />Charter Committee's recommendation concerning the elimination of <br />special levies for the library, recreation and planning departments. <br />Under the present charter allowance is made for a special levy for <br />the library of a 20~ maximum, recreation and parks 10~ and city <br />planning 7~. The need for increased funds for the library in <br />particular was indicated and it was noted that Council has the <br />right to levy directly from the general fund. Mrs. Ernest <br />Mortenson, member of the Library Board,observed that the Library <br />Board desires to have a guaranteed sum on which it could count <br />to meet its needs and following the discussion by Council observed <br />that the charter committee had the best interests of the library <br />at heart when making its recommendation. <br /> <br />Whereupon it was MOVED by Councilman Arth, seconded by Councilman <br />Considine and carried on roll call vote as follows, that Council <br />accept the recommendation of the Charter Committee and eliminate <br />all special levies as set forth in the present charter. <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Councilmen Arth, Butterworth, Considine, Helms, Hage <br />None <br />None <br /> <br />Councilman Considine MOVED that the provision in the proposed <br />charter for a sixty per cent vote of the electorate to raise the <br />$1.30 limit be STRICKEN and that a simple majority be substituted <br />since that is what is required to amend the charter. Motion <br />seconded by Councilman Helms and carried unanimously. <br /> <br />Councilman Butterworth then MOVED that the Council affirm the <br />committee's recommendation for a total tax levy, excepting bonded <br />indebtedness and retirement,of $1.30 on property taxation. <br /> <br />SECTION 1111. BONDED DEBT LIMIT, No change, <br /> <br />SECTION 1112. CONTRACTS ON PUBLIC WORKS. The proposed draft had <br />initially reflected "every project involving an expenditure of more <br />than $10,000 for construction, etc." Council determined that the <br />figure be $6,000. Provision for bidder's bond to be made. Paragraph <br />to be reviewed by the City Attorney. Specification requirement also <br />to be explored by him. <br /> <br />SECTrON 1113. CASH BASIS FUND.
