<br />I ROLL CALL <br /> <br /> <br />., BANNERS <br />to \ r\'~f'~THRtFTY) <br />,\. if'/ ;/./.il <br />~iliilkoVED <br /> <br /> <br />PROPOSED <br />NEW <br />CHARTER <br /> <br />r:: { 11~ <br /> <br />I <br /> <br />18:7303 <br /> <br />MINUTES <br /> <br />CITY COUNCIL OF THE CITY OF ARCADIA <br /> <br />ADJOURNED REGULAR MEETING <br /> <br />JULY ~ 1968 <br /> <br />The City Council met in an adjourned regular meeting on Monday, <br />July 22, 1968, at 7:30 P.M. in the Conference Room of the City <br />Hall. <br /> <br />PRESENT: <br />ABSENT: <br /> <br />Councilmen Butterworth, Considine, Helms, Hage <br />Councilman Arth <br /> <br />The City Manager advised of the request of the new Thrifty Drug <br />Store at Las Tunas and Santa Anita Avenue for permission to hang <br />banners for a ten day period to publicize its grand opening. <br />Councilman Helms MOVED to APPROVE the request, Motion seconded <br />by Councilman Butterworth and carried unanimously. <br /> <br />As a member of the Charter Revision Committee, Councilman <br />Butterworth opened discussion on the proposed new charter as <br />submitted by the committee. He stated in part that the <br />committee felt the electorate should be presented with an <br />entirely new charter; that important substitutive changes and <br />new wording have been recommended by the committee; that no <br />change has been made just for the sake of change and that the <br />new charter is an integrated document: Council then entered <br />into a detailed review of each Article, section by section. <br /> <br />ARTICLE I, Section 102 - INCORPORATION AND SUCCESSION - fourth <br />line the words "the same" to be changed to one word "they". <br /> <br />ARTICLE II, Section 201 - POWERS OF CITY - City Attorney to give <br />further consideration to this section as there was some question <br />as to its meaning, <br /> <br />ARTICLE III, FORM OF GOVERNMENT - no change. <br /> <br />ARTICLE IV, Section 400 - THE CITY COUNCIL - This section and all <br />other section references to be redrafted by the City Attorney to <br />reflect the consensus of the majority of the City Council that <br />the office of the City Clerk remain elective. It was noted that <br />although Councilman Arth was absent, he had previously expressed <br />a similar opinion. Councilman Helms took a neutral position by <br />noting he was new to city government. <br /> <br />Section 401 - ELIGIBILITY - Council requested clarifi- <br />cation of the provisions of this section relating to a councilman <br />serving no more than two consecutive four year terms. The <br />possibility was injected into the discussion that where a vacancy <br />occurred and the Council made an appointment to fill out such <br />unexpired term, could the appointee seek election to two regular <br />terms after the expiration of the appointed term. <br /> <br />Section 402 - COMPENSATION - no change. <br /> <br />Section 403 - VACANCIES, FORFEITURE OF OFFICE, FILLING <br />OF VACANCIES - sub-section 'co will be redrafted by the City <br />Attorney to encompass a provision for the continuation of council- <br />manic authority should all five members of a council be involved <br />in a fatal disaster. <br /> <br />7-?,:b68 <br /> <br />- 1 - <br />
