<br />CITY COUNCIL PROCEEDINGS ARE TAPE RECORDED AND ON FILE IN THE OFFICE OF THE CITY CLERK <br /> <br />An appeal had been filed by Orlando Clarizio from the decision of the <br />Planning Commission in its approval of the issuance of a conditional <br />use permit for the construction of a convalescent hospital at 634-650 <br />West Huntington Drive. Mr. Clarizio stated in his letter of appeal <br />that there exists sn over-saturation of hospital beds within the area. <br /> <br />J~The Planning Director summarized the findings of the Commission as <br />~ set forth in its Resolution No. 649. He noted that the property is <br />f ( .,:, situated in a CoO and D zone with a width of 268' x 546'; that the <br />(' !~ proposed hospital will be a one story l82 bed facility; that <br />.. pJ adjacent property to the east is developed with an apartment complex <br />~- snd that the hospital will be architecturslly harmonious with the <br />apartment building. Hage <br /> <br />PRESENT: <br />ABSENT: <br /> <br />Councilmen Butterworth, Considine, Helms, Hage <br />Councilman Arth <br /> <br />Councilman Helms MOVED to APPROVE the minutes of the regular meeting <br />of the City Council of July 2, 1968. Motion seconded by Councilman <br />Considine and carried unanimously. Councilman Butterworth abstsined <br />from voting as he was absent from said meeting. <br /> <br />A Superior Safety Award was presented by Mr. Lynn MCGlocklin, Chairman <br />of the Safety Committee, Southern California section, of the American <br />Water Works Association, to John Grivich, City Water Manager, for the <br />outstanding safety record made by his department. It was noted that <br />only eleven water agencies out of over four hundred such departments <br />have been so honored. <br /> <br />Councilman Considine; Council liaison to the Commission, stated in <br />part that the Commission felt it was not its responsibility to make <br />a determination of private enterprise and its economics in this instance; <br />however, planning-wise the use was suitable inasmuch as there are <br />already two convalescent homes on the ssme side of Huntington Drive <br />between Baldwin and Holly Avenues. He noted that the Methodist <br />Hospital is expanding and referred to another such facility being <br />considered for Duarte Road near Bsldwin Avenue and that in his <br />opinion the issue is whether or not Council desires to control the <br />numbers of the particular business. <br /> <br />Councilman Butterworth observed that if the basis of the appeal is <br />whether or not this is an economically sound venture or whether there <br />is need of it, then he questioned if the Council has a legally viable <br />appeal by getting into matters of economic judgment. <br /> <br />7-16-68 <br /> <br />- 1 - <br />
