'"" ...'!.. <br /> <br />All councilmen.were present together with a representative <br />of the Employees Association and the Press. <br /> <br />The City Manager explained his report covering 1968-69 <br />salary data and recommenda6ions in the following series: <br />clerical, skilled trade, inspection, engineering, laboring <br />and maintenance, professional and public service. Said <br />report reflected surveys made from private industry. For <br />comparison purposes the City Manager explained that the <br />survey ~as made on salaries of sixteen cities with salaries <br />in eight cities above Arcadia average and eight cities under. <br />It was recommended that 246 employees receive 5% increases <br />twenty-one employees 6.6% increase and 18 employees 7.5% <br />increase. <br />.., . "-, I <br /> <br />The City Manager "r~inded council of one fringe benefit <br />which has already been added, that of the city providing <br />$1,000 life insurance policy each employee. He elaborated <br />upon the following recommendations including revisions. <br />Provisions for l~ times the straight time overpay for <br />personnel of field and emergency crews when performing <br />such emergency duties on order of administrative super- <br />visors providing at least one full hour has been so spent. <br />He proposed that the city's payment of health and accident <br />insurance costs be raised from 8.67 to 11.17 (2.50 increase) <br />for insurance insuring any dependents. His recommendation <br />on a severanCe pay policy was altered. The council accepted <br />a severance pay program for employees having at least one <br />year service of 20% of one month's salary times the number <br />of years up to five (one month's pay) but not in excess thereof. <br />He proposed that the provisions for vacation in excess of two <br />weeks be changed from the present ten years of service to a <br />policy starting after five years of continuous.service an <br />employee be entitled to twelve working days of vacation per <br />year and after ten years, to fifteen working days per year. <br />At the behest of the police and fire association, the City <br />Manager will secure an acturial survey to determine the <br />cost of increasing pension benefits of survivors or retirees. <br /> <br />Considerable discussion ensued in each of these fringe <br />benefit categories and the appropriate written regulation <br />thereto. <br /> <br />6-10-68 <br /> <br />- 1 - <br />
